Any ideas on how to fix THIS?

My VO 2.8SP4 has started playing this game nearly every time I compile lately. I've reloaded a new version of cavopp.dll and it still happens.
Hi Jeff,
please reindex your repository, or rebuild all applications. If this does not helps, rebuild your project from scratch exporting all your applications and reimporting them into a new project.
