Not sure if this is a VS 2017 Pro or X# error, but here is how to replicate the error:
Right click project.
Click Add.
Click New Item.
Click WCF Service.
Click Add button on dialog window.
You will get a:
Microsoft Visual Studio
Exception of type 'System.Exception' was thrown.
